When power-hungry Kitty Galore (Midler), hairless Sphynx cat and former agent for feline spy agency MEOWS, decides to take over the world, the Dogs HQ spy organisation reluctantly joins forces with Kitty's former cat comrades in a last-ditch attempt to stop her diabolical plan in its tracks. Leading the campaign against her are police dog Diggs (Marsden) and his mentor Butch (Nolte), while Kitty's allies include the mice and devious cat Mr Tinkles (Sean Hayes).
